Understanding Indian Real Estate: Carpet Area, Built-Up & RERA Rules
Before the enactment of the Real Estate (Regulation and Development) Act (RERA), 2016, Indian builders routinely charged buyers based on arbitrary "Super Built-Up Areas" with loading factors as high as 40% to 50%. RERA fundamentally overhauled consumer rights by mandating that properties be quoted and sold strictly on the basis of Net Usable Carpet Area.
1. The Three Layers of Apartment Area Explained
- Carpet Area (RERA Carpet): The net floor area inside the apartment where you can literally lay down a carpet. Under RERA Section 2(k), it includes all rooms (living, bed, kitchen, bathrooms) and internal partition walls. It strictly excludes external walls, common areas, and exclusive balconies.
- Built-Up Area (Plinth Area): Carpet area plus the thickness of outer perimeter walls and the area of private balconies, verandas, and utility wash areas. Typically 10% to 15% greater than carpet area.
- Super Built-Up Area (Saleable Area): Built-up area plus your proportionate share of all common building infrastructure (staircases, lift shafts, entrance lobbies, generator rooms, and security offices).
2. How to Detect Builder "Loading"
Loading is the percentage surcharge added over the carpet area to cover shared construction. The formula is:
For example, if an apartment has a 1,000 sq ft carpet area and a 1,300 sq ft super built-up area, the loading is $[(1300 - 1000) / 1000] \times 100 = \mathbf{30\%}$.
3. The True Cost Trap
A builder may advertise an enticing rate of ₹7,500/sq ft on a 1,500 sq ft super built-up flat (Total price = ₹1.125 Crore). But if the actual usable carpet area is only 1,050 sq ft, your true effective rate is ₹10,714 per usable square foot. Always calculate the true carpet cost before comparing competing real estate projects.
